A long-vacant space at 1870 Burrows Avenue is poised for a major revival as FreshCo prepares to move into the former Sobeys location.
The property has sat empty for several years following the closure of Sobeys. During that time, the surrounding area has continued to evolve. The Safeway across the street received a modern renovation, and new retail activity has picked up along Burrows Avenue, including the arrival of Popeyes Chicken and other small businesses that have helped restore momentum to the strip.

FreshCo, owned by Sobeys under its discount banner, will take over the existing building. While the Sobeys name disappeared from the building years ago, the parent company never truly left the picture. In many ways, this marks a return, just under a different brand and market focus.

The redevelopment plan calls for a refreshed exterior featuring new paint and updated FreshCo banner branding, giving the aging structure a modern and more vibrant look. Inside, the transformation will be far more extensive. The interior is slated for a complete renovation, bringing the space in line with FreshCo’s current store layout, merchandising style, and discount-focused shopping experience. Shoppers can expect brighter finishes, redesigned aisles, and updated fixtures throughout.
The proposal is scheduled to go before Winnipeg City Council at a community committee meeting on February 24, 2026, where plan approval will be presented. If approved, renovation work would proceed with the goal of bringing the building back into active use after years of vacancy.
