A major new development is set to reshape Winnipeg’s downtown core as Market Lands takes shape in the historic Exchange District. Rising on the former site of the Public Safety Building, this $54 million project represents a forward-thinking approach to urban living, sustainability, and community building.
Market Lands is being developed through a partnership between UWCRC 2.0 and Centre Venture Development Corporation. Together, they are delivering a mixed-income, mixed-use building designed to meet net zero energy consumption standards, making it one of the most environmentally progressive residential developments in Winnipeg.
The planned 10-storey building will include 102 apartment units, offering a range of layouts from studios to two-bedroom homes. These units will be split between affordable and market-rate rents, supporting a mixed-income model that aims to reduce socio-economic barriers and encourage a more inclusive community.

A key focus of Market Lands is accessibility and equity. Of the 102 units, 52 will be designated as affordable housing, with rents set at 59 percent of Canada Mortgage and Housing Corporation median market rent for the area. Priority for these units will be given to newcomers, refugees, Indigenous peoples, women, children, and individuals living with disabilities. In addition, 30 percent of all suites will be barrier-free or adaptable, ensuring accessibility for residents with varying mobility needs.
Beyond housing, the development will also feature a Creative Hub occupying the first and second floors. This space is expected to support artists, entrepreneurs, and community organizations, further strengthening the cultural fabric of the Exchange District. By combining residential living with creative and commercial opportunities, Market Lands aims to foster a vibrant, connected neighborhood.

Sustainability is at the core of the project’s design. With a commitment to net zero energy consumption, Market Lands will incorporate energy-efficient systems and building practices that reduce environmental impact while lowering long-term operating costs.
